Summer Storm Flooding and Pavement Undermining: How to Diagnose After Heavy Rain

After a major summer storm the surface might look fine while the base is failing underneath. Here is the post-storm inspection that catches it.

Executive summary

Major summer rain events can wash out pavement bases, undermine edges, and pump water into joints — without obvious surface signs. Properties that walk and document within 24-48 hours of a storm catch problems while they are still cheap to fix.

What undermining looks like

  • Hollow sound when tapped with a hard object.
  • Slight depression along curb lines or near catch basins.
  • Cracks that have shifted vertically since the last inspection.
  • Soil or fines visible on the pavement surface after runoff.
  • Edges that flex under foot pressure.

Where to inspect first

  1. Catch basin rings and trench-drain edges.
  2. Curb and gutter joints.
  3. Loading dock and dumpster pads.
  4. Low spots that ponded during the storm.
  5. Asphalt-to-concrete transitions at sidewalks and ramps.

Quick triage tests

  • Tap test: hollow sound = void underneath.
  • Probe test: insert a screwdriver into a crack; if it goes in easily and pulls out wet, water is in the base.
  • Edge press: walk the edges; flex = undermining.
  • Stake test: drive a small stake into ponded areas; if it sinks easily, subgrade is saturated.

What to do in the first 72 hours

  • Photograph everything with timestamps and a measuring tape.
  • Cone or barricade hollow or depressed areas.
  • Clear catch basin grates immediately.
  • Schedule a professional condition assessment within 7 days.
  • Avoid layering temporary patches — they hide the diagnosis.

Common questions

How fast can undermined pavement collapse?+

From days to weeks under truck loading; longer under light traffic. Either way, the longer it sits, the larger the repair becomes.

Will sealcoating fix water-damaged pavement?+

No. Sealcoating over a failing base is wasted money and can mask the problem long enough to require a much larger repair.

Is this our insurance company's problem?+

Depends on policy. Document immediately either way — insurers respond to timestamps.
